The GROUP variable controls who is a member of UserGroup.

The ALLOWTOPICCHANGE variable controls who can edit UserGroup.

The ALLOWTOPICVIEW variable controls who can view UserGroup. Default value CBI_ComputerSecurity.UserGroup restricts access to group memebers only.
